Why do stations in FL sell for drastically lower multiples than stations in a place like AZ?

I also noticed FL always has an abundance of stations for sale, and for many of them the oil company maintains the property. Compared to AZ, FL seems like the go-to place to buy a station.

Florida stations are a high commodity right now. The market here is on fire. Gas companies own alot of stations here, but we also have a lot of independent owners. The stations sitting available are only sitting due to completion and no business, or the asking price does not make sense
